New rules for unsolicited email, cookies etc, have came into
force on 11th December, via The Privacy and Electronic Communications
Regulations (which should have been implemented in the UK by
the 31st October 2003).
A breach of Enforcement Orders by the Information Commissioner
is a criminal offence and can be subject to a fine up to £5,000.
